Juli Beth (JB) Hinds, AICP is a Staff Research Associate and Lecturer in the Department of Urban Studies and Planning at the University of California San Diego, as well as Principal of Birchline Planning LLC. She earned a BA in Economics from Hollins University (Phi Beta Kappa) and a Master of City and Regional Planning from Rutgers University. Her work focuses on the intersection of urban water quality, equity, and the built environment, including a past project with the American Planning Association (APA) on innovations in planning and public engagement for community resilience.

Ms. Hinds has led UCSD research initiatives on urban water quality and equity, served as past Chair of the APA Environment, Natural Resources, and Energy Division, and advised the US Environmental Protection Agency. She testified to the US Senate on municipal stormwater management in 2013 and has consulted on land use planning and water policy across North America. Her teaching at UCSD includes courses on land use planning, sustainable planning, and world urban systems.
