Joshua Meltzer is a Senior Fellow at the Brookings Institution and a Research Fellow at the University of Melbourne Law School, where he teaches digital trade law. He co-leads the Forum on Cooperation in AI (FCAI) and directs the USMCA initiative, focusing on North American economic cooperation. His work bridges digital technology, international trade, and data governance. Previously, he served as a diplomat at the Australian Embassy in Washington D.C. and as an international trade negotiator in Australia's Department of Foreign Affairs and Trade. He holds an S.J.D. and LL.M. from the University of Michigan Law School and degrees in law and commerce from Monash University.
Research Interests: Meltzer specializes in the intersection of digital innovation with global trade policies, privacy frameworks (e.g., Schrems II litigation), and multilateral governance of emerging technologies. He advises institutions like the World Bank, G20, and APEC on data governance and has testified before U.S., European, and Australian legislative bodies.
Professional Roles: In addition to his academic roles, he teaches as an Adjunct Professor at the University of Toronto Law School and contributes to the UK Foreign, Commonwealth and Development Office’s diplomatic academy. He is a member of Australia’s National Data Advisory Council and the OECD’s Data Free Flow with Trust expert group.
