Dr. Joseph A. Cortez serves as an Adjunct Instructor of Criminal Justice at Cumberland University within The Millard and JJ Oakley School of Humanities, Education and the Arts, while concurrently teaching Public Policy, Criminal Justice, and Homeland Security courses at the University of Southern California.
His academic credentials include:
- B.S. in Criminal Justice from Upper Iowa University
- M.A. in Emergency Management and Homeland Security from Arizona State University
- Ed.D. from the University of Southern California focusing on juvenile justice and diversion programs
With two decades of operational law enforcement experience spanning the Santa Monica Police Department and Los Angeles Police Department, Dr. Cortez specializes in bridging academic research with practical public safety applications. His work emphasizes evidence-based policing methodologies, policy development, and emergency management systems, particularly through his leadership role as Vice Chair of the Police Research Advancement Section at the International Association of Chiefs of Police.
He has designed national police training curricula and developed specialized coursework addressing policy-crime dynamics following high-profile incidents like the Michael Brown case, while maintaining active practitioner status with the Williamson County Sheriff’s Office.
