Jonathan Gould is a Professor of Law at the New York University School of Law, specializing in Constitutional Law, Legislation, and Administrative Law. He holds a JD from Harvard Law School (magna cum laude) and a PhD in Government from Harvard University. His research examines the intersection of law and politics, particularly Congress's legislative processes. Gould previously served as the Class of 1965 Professor of Law at UC Berkeley, directing the Kadish Center and Edley Center. His work has been featured in top law reviews, earning the 2020 AALS Scholarly Papers Prize for his article Law Within Congress.
Teaching courses include Legislation and the Regulatory State, exploring statutory interpretation, administrative agencies, and judicial review. Gould’s scholarship combines public law, political theory, and empirical methods to analyze legislative governance. Notable publications address congressional law, fiscal policy, and institutional reform. He clerked for Judge David Barron of the First Circuit and previously held roles at Harvard Law Review.
