Jon Hovi is a Professor at the University of Oslo's Faculty of Social Sciences, Department of Political Science. His research focuses on international agreements, climate politics, and game theory. He is affiliated with the Institute of Social Research (ISV) and has contributed extensively to understanding climate governance challenges, including compliance mechanisms, treaty design, and the dynamics of international cooperation.
Key research interests include the design and enforcement of international agreements, the effectiveness of the Paris Climate Agreement, and strategic behavior in international conflict. He leads the CLIMREC project examining green recovery spending during economic crises. His work bridges political science and environmental economics, emphasizing analytical rigor and policy relevance.
Publications span journals like Global Environmental Politics, Climate Policy, and Environmental Research Letters. He has edited volumes on climate governance and serves on the editorial board of International Environmental Agreements. His recent work addresses climate ambition traps, green stimulus spending, and the role of minilateralism in climate action.
He advises on climate policy and has collaborated with international institutions. His research often combines formal models with empirical analysis, offering insights into improving global environmental governance frameworks.
