Dr. John R Bartle is a Professor in the Department of Public Administration at the University of Nebraska Omaha's College of Business Administration. He is also President-Elect of the American Society of Public Administration (ASPA) and an elected Fellow of the National Academy of Public Administration (NAPA), serving as Treasurer of the Academy. His research focuses on public financial policy, budgeting, transportation finance, and state/local governance, with over 70 articles and four authored/edited books.
Dr. Bartle’s research interests include equity in public budgeting, transportation finance, and sustainable development. He explores how fiscal policies intersect with governance structures, emphasizing Nebraska’s unique political culture and its implications for state and local decision-making. His work bridges theoretical frameworks with practical applications in public administration, addressing topics like gender-responsive budgeting and infrastructure financing.
