John Bartle, Ph.D., is a Distinguished Professor at the University of Nebraska Omaha (UNO), School of Public Administration. His work focuses on public financial policy, budgeting, transportation finance, and state and local governance. He holds leadership roles as President-Elect of the American Society of Public Administration (ASPA) and Treasurer of the National Academy of Public Administration (NAPA). Dr. Bartle’s research spans over 70 articles and four influential books, including Innovative Infrastructure Finance: A Guide for State and Local Governments (2022) and Evolving Theories of Public Budgeting (2001).
His research interests include equity in public budgeting, gender-responsive budgeting, and sustainable development. He actively contributes to policy debates on transportation finance and fiscal federalism, emphasizing practical solutions for local governments. Dr. Bartle is also engaged in academic service, reviewing manuscripts and advising on public finance curricula.
