Joanne E. Howard

Joanne E. Howard is an Industry Associate Professor of Public Administration at the Stuart School of Business, Illinois Institute of Technology. She joined in 2015 with extensive experience in nonprofit management, program evaluation, and fundraising. Her roles include directorships at the University of Chicago, Northwestern University School of Law, and the Government Finance Officers Association, alongside consulting for nonprofits at MCIC and government service in Pennsylvania.

Education: Ph.D. in Public Administration (University of Illinois at Chicago), M.A. in Public Administration (University of Pittsburgh), and B.A. in Sociology (Hampton Institute).

Research focuses on pipeline programs for underrepresented students, public school finance, and continuous improvement in nonprofits. She edited a 2022 handbook on post-pandemic governance and co-authored a 2015 paper linking health and education in urban contexts. Her work bridges policy, nonprofit efficacy, and community development.

Board memberships include Planned Parenthood Federation of America, Planned Parenthood of Illinois, and the Hyde Park-Kenwood Community organization. She advises the M.P.A. and M.P.A. in Analytics programs at Illinois Tech.
