Deborah A. Carroll is a Professor and Department Head in the Department of Public Administration at the University of Illinois Chicago (UIC), leading the Government Finance Research Center within the College of Urban Planning and Public Affairs. She holds a Ph.D. in Political Science from the University of Wisconsin-Milwaukee and has held faculty positions at the University of Tennessee-Knoxville, University of Georgia, and University of Central Florida. Her research focuses on state and local government fiscal policy, taxation, revenue diversification, and the intersection of nonprofit and government sectors. She has authored over 65 publications and secured $1.3M in grants, emphasizing applied research to inform public policy.
