Kelly LeRoux is a Professor in the Department of Public Administration and Associate Dean for Research in the College of Urban Planning & Public Affairs at the University of Illinois Chicago. She also serves as Director of Graduate Studies (PhD) and Associate Dean for Faculty Affairs. Her academic career is complemented by twelve years of professional experience in mental health, child welfare, and housing policy within a government-funded nonprofit.
LeRoux holds an MSW, MPA, and PhD in Political Science from Wayne State University. Her research focuses on public and nonprofit management, intergovernmental collaboration, and the role of nonprofits in promoting civic engagement and voter participation. Notable projects include field experiments examining nonprofits' impact on voter turnout among underrepresented groups and collaborations in veterans' services.
Her work emphasizes public value creation through government-nonprofit partnerships and has been published in over 50 articles and books, including Performance and Public Value in the Hollow State (2021) and Nonprofits Organizations and Civil Society in the U.S. (2015). She co-founded the GOTVLab, an evidence-based initiative to enhance democratic inclusion, and is part of UIC’s Networks & Governance Lab.
LeRoux has been recognized as a Fellow of the National Academy of Public Administration. Her current research explores experimental approaches to nonprofit advocacy, racial representation in leadership, and the dynamics of informal accountability in service delivery networks.
