Joan Enguer is a Research Fellow at the University of Valencia's Department of Constitutional Law and Political Science (Faculty of Law), where he contributes to the Horizon-funded Blue Green Governance project. His academic background includes a Double BA in Law and Political Science, an MA in Secondary Education (both from University of Valencia), and an MA in Political Analysis from the Open University of Catalonia. He completed his PhD at Heidelberg University in 2024 under Dr. Jale Tosun's supervision, focusing on multilevel climate policy dynamics.
Enguer's research examines environmental governance through political and institutional lenses, with emphasis on:
- Multilevel policy implementation challenges
- Party politics in climate decision-making
- Electoral competition frameworks
- Federalism's role in environmental governance
His publications demonstrate consistent focus on political dimensions of climate policy, analyzing how institutional structures and partisan dynamics shape environmental governance across governance levels. Research frequently addresses decarbonization challenges and policy integration gaps.
