Jo Cutter is a Lecturer in Work and Employment Relations at Leeds University Business School, University of Leeds. Her research focuses on employment relations, social dialogue, and the regulation of work, with a particular emphasis on skills formation, labour migration, and the green transition of work.

Her current research projects include the ESRC-funded LIMITS project (2021-2024), examining the re-regulation of migrant work in UK low-skilled sectors post-Brexit and during the pandemic, and the Just Transitions Towards Net Zero Societies project (2022-2025) studying green jobs and skills. She contributes to labour migration policy, skills development, and socially equitable transitions through reports, policy submissions, and academic presentations.
Her research outputs span topics like employer adaptation to migration policy, workforce training, and labour substitution strategies. Publications include reports for the Migration Observatory and CERIC, policy evidence submissions to the UK Parliament, and presentations at conferences such as the CIPD Applied Research Conference and RSA MICaRD Conference.
