Jessica L McCool

Captain Jessica L McCool serves as an Instructor of Acquisition Management at the Air Force Institute of Technology's School of Systems & Logistics, Wright-Patterson Air Force Base, Ohio. She provides initial skills education for scientists, engineers, program managers, and select civilians supporting AFMC, AFSFC, and USSF members, delivering instruction across the entire DoD acquisition system life cycle for approximately 600 students annually.

Her research interests center on defense acquisition processes and program management within military contexts. She develops and delivers curriculum covering the full acquisition lifecycle, with emphasis on practical application of acquisition management principles to real-world defense scenarios. Her work bridges theoretical knowledge with operational requirements of the Air and Space Forces.

Capt McCool guides and advises senior-level officials within the Department of Defense, Secretary of the Air Force, and Air Force Materiel Command Headquarters to optimize workforce education. Her military background in program management and international partnerships directly informs her academic approach to teaching acquisition management.

Her military career includes serving as an International Partnership Desk Officer at the Air Force Research Laboratory, where she led foreign affairs specialists, managed international portfolios, and developed numerous international agreements. Prior to that, she served as a program manager across multiple Air Force organizations including the Air Force Life Cycle Management Center and the 711th Human Performance Wing.
