Green’s work examines how non-state actors and institutions outside the multilateral system address global environmental challenges. She analyzes the role of NGOs as de facto rulemakers in the climate regime, their partnerships with multinational corporations, and critiques the effectiveness of the Paris Agreement. Her recent research highlights the limitations of carbon pricing and offsets while advocating for reforms in international trade and finance institutions to accelerate decarbonization.
Her publications span journals like Nature, International Organization, and Business and Politics, with a recurring focus on regime complexity, organizational ecology, and climate governance. She blogs regularly for the Washington Post and co-authored influential pieces on oil companies’ greenwashing strategies.

Green’s research has shaped debates on green industrial policy, net zero targets, and the political economy of climate change. She advises governments and corporations on regime complexity and transnational regulation, emphasizing the need for systemic reforms over incremental measures.
