Jessica E. Sowa is a Professor at the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware. Her work focuses on public and nonprofit management, human resource strategies, and organizational effectiveness.
- Education: PhD in Public Administration from Syracuse University (2003), MPA from the University of Tennessee (1999), BA from the University of Massachusetts Amherst.
Her research emphasizes human resource management in government and nonprofit sectors, volunteer management, and social equity. She has authored influential books such as The Nonprofit Human Resource Management Handbook and Human Resource Essentials for Public Service, both recognized with SPALR Best Book Awards.
Dr. Sowa currently co-edits Perspectives on Public Management and Governance and leads research projects on volunteer management in fire departments, compensation in nonprofits, and HRM in local governments. Her work bridges theory and practice, addressing critical challenges in public service.
- Scientific Awards: 2019 SPALR Best Book Award, 2023 SPALR Best Book Award, 2024 National Academy of Public Administration Fellow.
She has served as editor-in-chief of the Review of Public Personnel Administration (2018–2023) and contributes to advancing public administration through collaborative scholarship.
