Haley Q. Burns is an Associate Policy Scientist at the Institute for Public Administration (IPA), within the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware. She has held various research and policy roles at IPA since 2015, contributing to initiatives in education, health, aging, and conflict resolution.

Her research interests align with public administration and policy, focusing on nonprofit management, education policy, health and aging policy, and conflict resolution frameworks. She has participated in programs such as the Legislative Fellows Program, Delaware Center for Civics Education, and Special Education Dispute Resolution Services (SPARC).
Haley’s professional experience includes roles as Assistant Policy Scientist (2022–2025), Policy Specialist (2019–2025), and Limited Term Researcher (2017–2019) at IPA, University of Delaware. She has also served as a Graduate Assistant at KIDS COUNT in Delaware and engaged in fellowship opportunities with the Rodel Foundation.
