Jerome R. Lewis is an Associate Professor at the Joseph R. Biden, Jr. School of Public Policy and Administration and Director of the Institute for Public Administration (IPA) at the University of Delaware. He holds a PhD in Public Administration and Political Science from New York University (1968), an MPA in Public Administration from NYU (1966), and a BA in Sociology from the University of Minnesota (1962).
His research focuses on planning and intergovernmental relations, with expertise in urban economics and public policy. He has held multiple interim leadership roles, including Interim MPA Director at the Biden School (2015–2016 and 2019–2020), and has directed the IPA since 1973. He also serves as Associate Director of the Delaware Center for Transportation since 2000.
Teaching includes courses such as UAPP687 (State Government: Management and Policy) and UAPP690 (Seminar in Public Administration). His professional experience spans roles at the OECD, U.S. Department of Commerce, and the Ford Foundation.
