Edward J. Freel is a Senior Fellow at the Institute for Public Administration (IPA) within the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware. He holds dual roles as a Senior Adviser to U.S. Senator Thomas R. Carper (D-Del) and has extensive experience in policy, governance, and public administration.

Research Focus: Freel specializes in civic education, political management, leadership in public finance, and intergovernmental coordination. His work emphasizes effective communications, organizational management, and strategic planning in public and political contexts.
Professional Experience: Freel has served as Secretary of State of Delaware (1994–2001), Chief of Staff to Governor Thomas R. Carper (1993–1994), and Political Director for Carper’s gubernatorial campaign (1992). He has also held federal roles, including Director of the Low-Income Home Energy Assistance Program (1979–1981) and Deputy Director of Delaware’s Office of Economic Opportunity (1977–1979).
Current Roles: As IPA’s Senior Fellow and Manager of The Democracy Project, he bridges academic research with public policy advocacy, focusing on civic engagement, intergovernmental collaboration, and public service innovation.
