Lisa Moreland Allred is an Adjunct Professor at the Joseph R. Biden, Jr. School of Public Policy & Administration and Lead Policy Scientist at the Institute for Public Administration (IPA) at the University of Delaware. She has held roles at IPA since 1996, progressing from Policy Researcher to her current position. She also serves as Program Manager for the Legislative Fellows Program and teaches UAPP860 – Internship Seminar.
Her research focuses on state/local governance, higher education challenges, career preparation, public/nonprofit administration, and community engagement. She is affiliated with ASPA, NASPAA’s Career Directors Group, and NCSL’s Legislative Internship Coordinators Group.
Key roles include leading IPA’s policy initiatives, managing legislative fellowship placements, and advising on civic education programs like Delaware’s Center for Civics Education. Her career spans over 25 years in policy analysis and public service training.
