Dr. Jessica DiCarlo is an Assistant Professor at the University of Utah in the School of Environment, Society & Sustainability, with additional affiliations in Environmental Humanities and Asian Studies. A human geographer and political ecologist, her work focuses on global China, infrastructure politics, and resource governance, supported by her 2023-24 Wilson China Fellowship and 2023-25 Public Intellectual Program Fellowship.

Her research explores China's geopolitical influence through infrastructure projects in Southeast Asia, Laos, and the Himalaya, analyzing how critical minerals and energy transitions intersect with local livelihoods. Recent publications examine polyalignment strategies in Nepal and commodity fetishism in Southeast Asian railways. She co-edited The Rise of the Infrastructure State (Bristol University Press, 2022).
Dr. DiCarlo serves on the editorial boards of The People’s Map of Global China and Global China Pulse, and co-founded the Second Cold War Observatory. Awards include the Outstanding Mentor and Advisor Award (University of Utah, 2024) and P.E.O. Scholar Award (2020). She teaches courses on political ecology, global China, and environment-society dynamics, with fieldwork experience in Tibet, China, and Nepal.
