Janice Shih serves as Professor of the Practice and Director of the Low-Income Taxpayer Clinic at the University of Baltimore School of Law, a role she assumed in 2022 after previously directing the same program at Maryland Volunteer Lawyers Service (MVLS), Maryland's largest pro bono civil legal services provider.
Education:
- B.A., Johns Hopkins University
- J.D., University of Baltimore School of Law
- M.D., George Washington University (with Obstetrics and Gynecology residency)
Her expertise centers on tax controversy resolution and systemic advocacy for low-income taxpayers, driven by her unique multidisciplinary background spanning medicine, culinary entrepreneurship, and law. She has significantly elevated clinic visibility through strategic stakeholder engagement, expanded volunteer networks to include Certified Public Accountants and Enrolled Agents, and secured increased state funding via legislative testimony on pandemic tax relief programs.
As an active contributor to the Maryland State Bar Association Tax Council, American Bar Association Section of Taxation, and Maryland Board of Individual Tax Preparers, she bridges policy gaps while supervising law students in IRS dispute resolution through the clinic's experiential learning model.
Her career trajectory—from obstetrics practice to founding Tenzo Artisan pastry shop (which employed formerly incarcerated individuals) to tax law—demonstrates a consistent commitment to addressing systemic inequities through direct service and institutional advocacy.
