James P. Spillane

James P. Spillane is the Spencer T. and Ann W. Olin Professor in Learning and Organizational Change at Northwestern University's School of Education and Social Policy (SESP). He also holds professorships in Human Development and Social Policy, Learning Sciences, and Management and Organizations (courtesy), and is a faculty associate at the Institute for Policy Research. His research focuses on policy implementation, educational leadership, and organizational change, with a particular emphasis on distributed leadership and the interplay between policy and classroom practices.

Spillane earned his PhD in Curriculum, Teaching, and Education Policy from Michigan State University (1993) and a BA in Education and Geography from St. Patrick’s College, National University of Ireland (1984). His work has been supported by prestigious grants from the National Science Foundation, Institute of Education Sciences, Spencer Foundation, and others.

His research interests include policy implementation at multiple governance levels, school leadership dynamics, and the development of educational infrastructure to support instructional improvement. Notable contributions include the Distributed Leadership Study and Principal Policy and Practice (P3) Research initiatives. He has authored influential books such as Standards Deviation and Distributed Leadership, and his work has earned recognition including election to the National Academy of Education (2013) and the American Academy of Arts and Sciences (2020).

Spillane’s awards reflect his impact on educational research and policy. He has served on editorial boards for journals like Journal of Educational Change and Leadership & Policy in Schools, and has presented globally on leadership and organizational improvement. His recent projects explore new principals’ socialization, instructional advice networks in schools, and state-level science education reforms.
