James R. Hines Jr. holds dual roles as the Richard A. Musgrave Collegiate Professor of Economics and L. Hart Wright Collegiate Professor of Law at the University of Michigan. He also serves as Research Director of the Office of Tax Policy Research at the Stephen M. Ross School of Business. His research focuses on taxation, public finance, and law, with particular emphasis on international tax policy and economic impacts of tax systems.
Hines earned his B.A. and M.A. in Economics from Yale University (1980) and his Ph.D. in Economics from Harvard University (1986). Before joining Michigan in 1997, he taught at Princeton and Harvard Universities. He has held visiting appointments at Columbia University, the London School of Economics, UC Berkeley, and Harvard Law School.
He is a Research Associate at the National Bureau of Economic Research, Research Director of the International Tax Policy Forum, and former co-editor of the American Economic Association's Journal of Economic Perspectives. In 2017, he was awarded the prestigious Daniel M. Holland Medal for lifetime achievement in public finance.
Hines has engaged in significant policy work, including testimony on business tax reform before the U.S. Senate Finance Committee and prior service as an economist in the U.S. Department of Commerce. His interdisciplinary roles span academia, law, and public policy, reflecting his expertise in tax systems and their societal implications.
