James R. Hines Jr. is the L. Hart Wright Collegiate Professor of Law and Richard A. Musgrave Collegiate Professor of Economics at the University of Michigan. He co-directs the Program in Law and Economics at Michigan Law and serves as Research Director of the Office of Tax Policy Research at the Ross School of Business. His research focuses on taxation, including international corporate tax policy, tax law, and public finance.
Education: BA and MA in Economics from Yale University, PhD in Economics from Harvard University. Previously taught at Princeton and Harvard Universities. Holds visiting appointments at Columbia, LSE, UC Berkeley, and the University of Melbourne.
Research interests include tax policy design, international taxation, and the economic impacts of tax systems. He has testified before the U.S. Senate Finance Committee and delivered keynotes on urban tax policy.
Awards: 2017 Daniel M. Holland Medal for lifetime achievement in public finance. Leadership roles include past president of the American Law & Economics Association and current president of the International Institute of Public Finance. Active in organizations like the National Bureau of Economic Research and the International Tax Policy Forum.
Recent professional activities include advising on tax code reforms and commenting on Trump administration policies in media outlets like CNBC, The Wall Street Journal, and PBS NewsHour.
