James Harrington

James Harrington is the Associate Dean of Undergraduate Education in the School of Economic, Political and Policy Sciences (EPPS) and an Associate Professor of Public and Nonprofit Management at the University of Texas at Dallas. His research focuses on technology policy, education policy, performance management, and policy analysis. He holds a PhD and MPA from the University of Missouri’s Truman School of Public Affairs (2013 and 2009) and a BA in Psychology from Truman State University (2005).

His work explores intersections between public policy and institutional behavior, including pension reform impacts on labor supply, antitrust policy in digital systems, and social media conduct challenges in public employment. Recent publications analyze Texas public pensions, blockchain antitrust implications, and teacher compensation strategies. Harrington emphasizes applied research with practical governance applications, particularly in education and sustainability sectors.
