Jacob Victory is a Clinical Associate Professor of Public Service at New York University (NYU) Wagner Graduate School of Public Service and serves as Director of the Health Law and Strategy Program, a joint Masters of Science degree between NYU Wagner and NYU Law. He also advises healthcare organizations such as Recora Health and Essen Health.

With over 26 years of leadership in Medicaid and long-term care (LTC) systems, his research focuses on health equity, ethics in healthcare, and strategic reforms for vulnerable populations. He has taught graduate courses like Health Policy, Health Equity, and Equity and Ethics, emphasizing policy implementation and ethical frameworks.
His professional experience includes roles as President of Medicaid Home Care at BAYADA Home Health Care, Senior Vice President of Medicaid LTC at Centene Corporation, and Chief Operating Officer at The New Jewish Home. These roles highlight expertise in managing large-scale healthcare operations and integrating LTC programs.

Professor Victory has authored case studies in the graduate textbook Health Management Services: Cases, Readings and Commentary and contributed to healthcare education through the Association of University Programs in Health Administration (AUPHA). He has served on advisory boards for airNYC and the Home Care Association of New York State, alongside board roles at Harvard Medical School's Graduate Program in Management and Danza Espana/American Spanish Dance Theater.
He previously held leadership positions at VNS Health, Health Republic Insurance of New York, and NewYork-Presbyterian Hospital, focusing on performance management, pediatric home healthcare, and strategic planning. His work bridges academic insights with real-world healthcare delivery reforms.
