JP Leider

JP Leider, PhD, is an Associate Professor at the University of Minnesota School of Public Health (SPH) and Founding Director of the SPH Center for Public Health Systems (CPHS). He holds academic affiliations with the Division of Health Policy and Management and the Johns Hopkins Bloomberg School of Public Health. His roles include mentoring students in MPH programs, teaching courses on health policy and financial management, and leading research initiatives focused on public health workforce systems. Leider directs evaluation for the Region V Public Health Training Center and co-created the Public Health Workforce Interests and Needs Survey (PH WINS). He has managed over $20M in grants addressing public health practice and systems.

Leider’s education includes a PhD in Health Policy and Management (Johns Hopkins) and a BA/BS in Philosophy/Genetics (University of Minnesota). His research emphasizes public health systems, workforce development, disaster response ethics, and resource allocation during crises like the COVID-19 pandemic. He served on the Governor’s Vaccine Allocation Advisory Group and led Minnesota’s Resource Allocation Platform (MNRAP), connecting patients to monoclonal antibody treatments. His work also addresses health inequities, including racial disparities in pandemic outcomes and workforce diversity.

Key projects include analyzing public health workforce gaps, evaluating training programs, and studying the impact of federal and state funding on health outcomes. Leider collaborates with national organizations like the CDC and de Beaumont Foundation on studies such as the 2020 Staffing Up Project and the 2016 Workforce Gaps Study. His work spans policy advocacy, curriculum development, and bridging academic-public health practice gaps through partnerships with governmental agencies and nonprofits.
