Debra DeBruin, PhD, is an Associate Professor and serves as Director and Director of Graduate Studies at the University of Minnesota's Center for Bioethics. Her expertise focuses on public health ethics, health policy ethics, and advancing health equity through socially just practices. She leads projects addressing crisis response ethics, including Minnesota's Crisis Standards of Care guidelines and the Minnesota COVID Ethics Collaborative during the pandemic. Her administrative roles include leadership in education and interim directorships.
Dr. DeBruin holds a BA from Carleton College (magna cum laude in philosophy) and a PhD from the University of Pittsburgh. She completed a Greenwall Postdoctoral Fellowship in Bioethics at Johns Hopkins and Georgetown. Her professional experience includes Senate health policy fellowship under Senator Edward Kennedy and consulting for the National Academy of Medicine and National Bioethics Advisory Commission.
Her research emphasizes equity in public health emergencies, gender/race disparities in healthcare access, and ethical frameworks for crisis resource allocation. Current work bridges bioethics with policy implementation to ensure marginalized communities are prioritized in health interventions.
