J. Scott Holladay is an Associate Professor of Economics at the University of Tennessee and a Fellow at the Howard B. Baker Center for Public Policy. He holds the John and Wanda Wisecarver Faculty Research Fellow title. His research focuses on environmental economics, energy policy, international trade, and experimental economics, with particular emphasis on climate change, renewable energy adoption, and the economic impacts of environmental regulations. Holladay earned a Ph.D. and M.A. in Economics from the University of Colorado, and dual B.S. in Computer Science and B.A. in Economics from Furman University.
Key research areas include the environmental and health impacts of coal production, policy design for renewable energy adoption, and the economic drivers behind coal-fired power plant retirements. His work also explores energy infrastructure resilience against natural disasters and the interplay between climate policy and international trade frameworks. Holladay has contributed to debates on net neutrality and the economic consequences of climate treaty negotiations.
