Ingunn Elise Myklebust is a Professor at the Faculty of Law, University of Bergen (UiB), where she contributes to research, teaching, and leadership in administrative, environmental, and planning law. She is the head of Thematic Pillar II at the COAST Law Center and leads the Research Group for Administrative Law. She is affiliated with the Centre for Sustainable Land Use (CeSAM) and the Centre for Climate and Energy Transformation (CET), reflecting her interdisciplinary engagement.
- PhD from 2009 on strand rights and public management of sea areas
- Former legal advisor and head in Bergen Municipality (1998–2000)
- Licensed attorney with court experience in real estate, labor, and child welfare law
- Part-time teaching roles at University College of Western Norway and Volda University College
Her research focuses on municipal law, planning and building law, aquaculture management, and legal governance of land and sea. She has led the GOVLAND project (2018–2022) on legal governance in land use planning and is currently involved in ECOBUDGETS (2025–2029), which integrates climate and nature budgets into municipal decision-making. Her publications span topics such as spatial planning, environmental regulation, and coastal zone management. Recent articles analyze the Traffic Light System for wild salmon, peatland protection, and legal frameworks for sustainable development.
She has participated in key national committees, including those on:

Myklebust supervises PhD candidates such as Hanne Minde, Jannike Østlid, and Karen Tora Hjelmervik Nerbø. She teaches courses in Planning Law, Environmental Law, and Property and Intellectual Property Law, and mentors master’s students on related topics. She is actively involved in public dissemination, delivering lectures and participating in media debates on environmental law, governance, and sustainability.
Her work emphasizes the role of law in balancing public and private interests, promoting sustainable development, and ensuring democratic and effective decision-making in complex regulatory environments.
