Dr. Leila Neimane is a Postdoctoral Researcher at the Faculty of Law, University of Bergen, specializing in cross-border maritime spatial planning and offshore wind energy partnerships in the Baltic Sea and North Sea. She is affiliated with the SEAS (Sustainable Energy and Environment) programme funded by the European Union’s Horizon 2020 through the Marie Skłodowska-Curie grant. Her work focuses on legal frameworks for sustainable marine development and environmental governance.
- Education: Ph.D. in Law from the University of Latvia
Her research interests include maritime spatial planning, blue growth, environmental democracy, and regional development, with a particular emphasis on EU directives and their implementation. She has contributed to studies on cross-border MSP compliance and the legal integration of renewable energy projects in marine environments.
Her publications analyze the intersection of environmental rights, offshore wind energy development, and multi-use maritime planning. Recent works include studies on EU MSP Directive implementation (2025), Baltic Sea wind energy and tourism synergies (2021), and Latvia’s alignment with the European Green Deal (2022).
