Prof. Dr. Hubert Ertl is Research Director and Permanent Representative of the President at the Federal Institute for Vocational Education and Training (BIBB) since 2017. He holds a Professorship for Vocational Education and Training Research. His career includes academic roles at Ludwig Maximilian University of Munich, Paderborn University, and the University of Oxford, where he served as Associate Professor of Higher Education until 2017. He is also a Senior Research Fellow at SKOPE (University of Oxford) since 2010.
Education: Vocational baccalaureate (1992), diploma in business education (LMU Munich, 1997), MSc in Comparative and International Education (Oxford, 1998), and a doctoral dissertation on European vocational education modularization. He completed an ERASMUS exchange at the University of Birmingham (1995-96).
Research focuses on vocational education policy, higher education reform, and cross-national educational comparisons. He has led editorial roles for journals like Oxford Review of Education and Journal of Vocational Education & Training. His work examines dual training systems, policy transitions between vocational and academic education, and institutional financial support impacts.
Key contributions include analyses of Bologna Process reforms in Germany, UK higher education financing, and international publishing patterns in education journals. He advises on ESRC and SRHE funding proposals across Europe.
