Hee-Eun Kim is a Visiting Policy Fellow at the Oxford Internet Institute, University of Oxford, and currently serves as the Director of Competition Policy for the Asia Pacific region at Meta in Singapore. Her work focuses on strategic oversight of competition policy matters across digital economies in Southeast Asia, Japan, and Korea.

- Postgraduate diplomas in Economics for Competition Law and EU Competition Law from King’s College London
- Qualified Solicitor of the Senior Courts of England & Wales and member of the New York Bar
Her research and professional expertise spans the digital economy, semiconductor value chains, and digital sovereignty, with a regional focus on Asia-Pacific. She previously served as a Non-Governmental Advisor to the European Commission DG Competition (2019-2023).
Hee-Eun has received recognition for her legal contributions, including the Global Counsel Awards (2021) and inclusion in Global Competition Review’s top 50 in-house antitrust lawyers (2019). Her career includes leadership roles at Samsung Electronics and Covington & Burling LLP, specializing in international antitrust and intellectual property law.
