Dr. Heather Hayes is an Assistant Professor of Education at Northwestern College, with expertise in Special Education and inclusive practices. Her research focuses on stakeholder partnerships, classroom placement decisions, and best practices for students with significant support needs.

- M.S.Ed. in Special Education from University of Central Missouri
- B.A. in Education from University of Kansas
Her research investigates inclusive education frameworks, placement equity, and transitions for students with severe disabilities. She has contributed to studies on Universal Design for Learning (UDL), stakeholder engagement, and policy reform.
