Hayley Bennett is a Senior Lecturer (Associate Professor) in Social Policy at the University of Edinburgh, School of Social and Political Science. Her work focuses on social security, welfare state governance, and multi-level policy-making in the UK and Europe.

Her research explores the design and delivery of social security systems, devolution, digital welfare interfaces, and participatory methods to address poverty. She investigates how policy changes at national and local levels impact vulnerable populations, emphasizing qualitative and collaborative approaches.
Hayley’s recent projects include Social Security in a Devolved UK (Nuffield Foundation, 2024-2027) and Navigating Digital Welfare (Challenge Investment Fund, 2021-2022). Her work spans comparative European studies on minimum income provision and devolution.

Hayley contributes to teaching courses on qualitative research, public policy, and social inequality. She supervises PhD students on topics including UK welfare state, poverty, devolution, and participatory methods.
