Hans Petter Graver is a Professor of Law at the University of Oslo's Faculty of Law, where he has served since 1993. He held leadership roles including Dean (2008–2016) and Director of ARENA Centre for European Studies (2001–2003). His research focuses on legal theory, judicial ethics, and European law. He has advised governments on legislation and served as President of the Norwegian Academy of Science and Letters (2019–2021).
Education: Cand. Jur (1980), Dr. Juris (1986) from University of Oslo. Notable works include Judges Against Justice (2015) and studies on Norwegian Supreme Court during WWII occupation. Awards include four honorary doctorates and the King's Gold Medal (1998).
Research interests span administrative law, competition law, legal rhetoric, and rule of law resilience. He has published widely in English, German, and Norwegian, with translations into multiple languages. Current projects examine judicial behavior under authoritarian pressure and legal responses to climate change.
