Haley Anderson is an Academic Fellow and Lecturer in Law at Columbia Law School, Columbia University. Her research focuses on sovereignty in civil procedure, international law, and political theory, with interests in jurisdiction, immunity, and state responsibility. She holds a J.D. from New York University School of Law (2014) and a B.A. in Russian & East European Studies and Interdisciplinary Studies from the University of Virginia (2011). She is currently a Ph.D. Candidate in Jurisprudence and Social Policy at the University of California, Berkeley, and a Postgraduate Fellow at Just Security.

Research Interests: Haley explores sovereignty dynamics across legal systems, analyzing how procedural frameworks shape state accountability and international relations. Her work bridges law and philosophy, addressing questions of jurisdictional authority and moral responsibility in atrocity contexts.
Publications: Her recent works include Procedural Sovereign Distinction (2024) and Culpability in Atrocity (forthcoming 2024), reflecting her focus on sovereignty and international legal accountability.

Professional Background: Prior to academia, Haley worked at the Permanent Mission of Mozambique to the UN in Geneva, Freshfields Bruckhaus Deringer, and Oxford University Press. She also served as a managing editor of the N.Y.U. Law Review and a scholar at the Institute of International Law and Justice.
Affiliations: Haley is affiliated with Just Security, a nonpartisan legal and policy publication. She teaches LL.M. Legal Research and Writing at Columbia Law School.
