Haizhen Mou is a Professor at the Johnson Shoyama Graduate School of Public Policy, University of Saskatchewan. Her work bridges fiscal policy, health policy, and social policy through a political economy lens, focusing on fiscal federalism, healthcare models, and childcare-related public policy.
- Research Interests: Fiscal policy, fiscal federalism, health policy, social policy, political economy, and quantitative methods.
- Grants & Awards: Recipient of multiple SSHRC grants, SHRF funding, CIHR grants, and other awards for projects spanning pandemic fiscal governance, school choice, and healthcare transformation.
- Publications: Author of refereed articles on budgetary practices, balanced budget laws, and educational policy interventions in Public Budgeting & Finance, Canadian Public Administration, and Canadian Public Policy. Co-author of the upcoming book Fiscal Choices: Canada After the Pandemic.
- Teaching: Currently teaches JSGS 803 Quantitative Method and Research Design and JSGS 802 Public Finance.
- Supervisory Capacity: Accepts PhD and MPP students focusing on childcare policy and related areas.
