Gulsanna Mamediieva

Gulsanna Mamediieva is an Adjunct Professor and Fellow at Georgetown University's McCourt School of Public Policy, where she contributes to research and teaching in digital governance and public policy innovation. She also serves as an Adviser to Ukraine's Vice Prime Minister for Innovations, Education, Science & Technologies and the Minister of Digital Transformation, shaping national and international digital strategies.

Her research and professional work focus on digital transformation, tech policy, and international development. She champions human-centered digital governance, with expertise in digital resilience, cybersecurity, AI regulation, and EU digital integration. Her leadership has been instrumental in advancing Ukraine's digital infrastructure, including the Diia super app and cross-border digital initiatives with the EU.

Gulsanna has been recognized with prestigious fellowships and appointments, including the Obama Europe Leader (2024–2025), Stanford Fisher Family Fellow, and membership in high-level policy advisory bodies such as the Council of Europe’s Committee on Artificial Intelligence. She actively promotes regulatory alignment between Eastern Partnership countries and the EU Digital Single Market.

Gulsanna leads efforts in building resilient digital infrastructure, particularly during crises such as the full-scale Russian invasion. She has coordinated satellite-based telecom solutions, cybersecurity defenses, and global partnerships to ensure uninterrupted digital services for Ukrainian citizens, both domestically and in displacement.
