Graham Penn

Graham Penn is Professor of International Finance Law at University College London (UCL), a position held since 2012. Previously, he served as Visiting Professor of Corporate and International Finance Law at UCL (1991–2012). He is convenor of UCL's LLM in Corporate Law program and a Fellow of the Chartered Institute of Bankers.

His expertise spans corporate finance, international banking regulation, structured financing, and securitisation. Graham has been consistently ranked among the world's leading legal practitioners, recognized for his 'superior legal knowledge' in complex financing structures. Notable accolades include inclusion in Chambers 100, Euromoney's Expert Guide, and the Financial Times' top legal innovators list.

For over two decades, Graham has advised government bodies on international debt finance and delivered lectures at Oxford and Cambridge Universities through the Euromoney Summer/Winter Schools. His legal career includes 28 years as a partner at Sidley Austin (1994–2022), where he led the Global Finance Practice and Executive Committee.
