Giulia Claudia Leonelli

Dr. Giulia Claudia Leonelli is an Assistant Professor of Law at the LSE Law School, specializing in Environmental and Climate Change Law, Trade Law, and Risk Regulation. She joined LSE in 2023 after roles as Lecturer in Law at Birkbeck, University of London, and Postdoctoral Research Fellow at King’s College London. Her research focuses on climate policy, trade agreements, and regulatory frameworks, with a particular emphasis on the intersection of environmental protection and international trade.

Dr. Leonelli holds a PhD in Law and an LLM (Distinction) from King’s College London, where her doctoral thesis won the Elsevier Prize for Outstanding Doctoral Work (2018). Her work has informed UK policy through contributions to parliamentary committees, including the House of Lords International Agreements Committee and the House of Commons Business and Trade Committee. In 2025, she was appointed to the UK Carbon Border Adjustment Mechanism (CBAM) Joint Working Group with HMRC.

Her research addresses critical issues such as carbon border measures, climate clubs, and the compatibility of environmental policies with international trade law. Key areas include the EU’s precautionary approach to risk regulation, the implications of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) for UK standards, and the regulatory challenges of net-zero subsidies.

Dr. Leonelli’s publications span leading journals such as the Journal of International Economic Law and the World Trade Review, reflecting her expertise in transnational legal frameworks and policy analysis. She is a member of the Trade and Public Policy (TaPP) Network, contributing to global debates on trade, climate, and regulatory governance.
