Gill Whitehead is a Visiting Policy Fellow at the Oxford Internet Institute (OII), University of Oxford since October 2024. Previously, she served as Ofcom’s Group Director for Online Safety, leading implementation of the UK’s Online Safety Act, and as inaugural CEO of the UK’s Digital Regulation Cooperation Forum (DRCF). She holds an MSc in Social Data Science from the OII (2019–2021). Her research focuses on online safety, AI safety, AI assurance, and corporate governance, with a career spanning tech regulation, policy, and executive leadership roles.
