Gerard Horgan is a Senior Lecturer in the Department of Sociology at the University of Massachusetts Boston, where he has taught courses in corrections and criminal justice since 2007. He brings extensive practical experience from a 30-year career in corrections administration, including leadership roles at the Norfolk Sheriff’s Office (2013–2018) and Suffolk County Sheriff’s Department (prior to 2013).
Education:
- Bachelor’s Degree in Political Science with a concentration in Public Administration, Northeastern University
- JD, Suffolk University Law School
- Admitted to the Massachusetts Bar in 1994
- Certified Jail Manager
Research and Expertise: Horgan focuses on corrections, criminal justice systems, legal compliance (Criminal Justice Reform Act of 2018), and operational management in correctional facilities. He also specializes in medical/mental health issues, liability/risk management, and religious rights in corrections.
Professional Engagements: He has provided consulting services to multiple Sheriff’s offices and conducted trainings for corrections staff across Massachusetts and other states. Horgan is actively involved in the Governor’s Special Commission on Correctional Funding in Massachusetts.
