Genia Toma is Professor Emeritus and former Wendell H. Ford Professor of Public Policy at the Martin School of Public Policy and Administration, University of Kentucky. She holds a Ph.D. in Economics from Virginia Tech and a B.A. from the University of Kentucky.
Research focuses on economics of education, public policy, and fiscal federalism, with emphasis on school finance reform, teacher labor markets, and rural education challenges.
Honors include Fulbright Award, National Academy of Public Administration Fellowship, and University Research Professor distinction. Publications analyze charter schools, teacher development, and education accountability systems.
Advisees include 26 doctoral graduates. Grants from NSF and Spencer Foundation supported work on rural teacher retention and STEM partnerships.
