William Hoyt is the Bryan Endowed Chair of Public Finance and Professor at the Martin School of Public Policy and Administration, University of Kentucky. Previously serving as Director of the Martin School and Chair of Economics, his research focuses on public policy analysis, taxation, and fiscal decentralization. He is a research affiliate at CESifo in Munich and former editor of the Journal of Benefit-Cost Analysis.
His work examines tax incidence, local government decision-making, and welfare implications of fiscal policies. Research has been funded by NSF and state/federal agencies. He advised Kentucky's 2012 Tax Reform Commission.
Key research domains include property tax capitalization, intergovernmental fiscal relations, and optimal taxation in federations. Recent publications analyze housing market responses to policy changes and decentralization efficacy.
