Iuliia Shybalkina is an Assistant Professor at the Martin School of Public Policy and Administration, University of Kentucky. Her research examines public participation in government processes, state/local fiscal challenges, and intergovernmental relations. She specializes in participatory budgeting, property tax systems, and fiscal impacts of societal issues like the opioid crisis and online shopping.
