Gail Zugger is a Professor in the Department of Music at Capital University, where she has taught since 1999. She specializes in clarinet performance and pedagogy, offering applied clarinet lessons, woodwind methods courses, and leading ensembles like the Clarinet Choir and Woodwind Quintet. Dr. Zugger maintains an active performance career, serving as principal clarinetist of the Newark-Granville Symphony Orchestra and second clarinetist of the Ashland Symphony Orchestra, while also teaching summers at the International Music Camp near Dunseith, N.D.

Dr. Zugger is renowned for her clarinet performances, described as having a "hauntingly pure tone and perfect intonation" by the Milwaukee Sentinel. She has performed at international clarinet conferences, collaborated with orchestras across multiple states, and co-founded the Inspirare Duo with Capital faculty member Dr. Lisa Jelle. Her commissioning of new works, such as Mark Flugge’s Tranquillo e Inspirare, demonstrates her commitment to expanding the clarinet repertoire.

Dr. Zugger contributes regularly to the International Clarinet Association and its publication The Clarinet. She has performed with notable ensembles including the Capital University/Bexley Community Orchestra and Capital University Symphonic Winds, while maintaining membership in professional organizations and collaborating with fellow musicians in woodwind quintets and duos.
