Dr Fred Amonya is a Senior Fellow in Complex Systems and Public Investment at the Department of Civil Engineering, School of Engineering, University of Birmingham. He is a Chartered Engineer and Fellow of the Chartered Institution of Highways and Transportation (CIHT), with a PhD in Policy Science from the University of London. His work bridges complexity science, infrastructure policy, and public investment, with a focus on Africa and developing economies.
- PhD in Policy Science, University of London
- MSc (Distinction) in Road Management and Engineering, University of Birmingham
- Graduate Module in Investment Banking and Structured Finance, Harvard University
- BSc in Civil Engineering, Makerere University
Dr Amonya's research is deeply interdisciplinary, focusing on public investment as a complex adaptive system. He explores the dynamics of public-private partnerships (PPP), transport policy, urban sustainability, and the application of dynamical systems theory to governance. His work emphasizes mathematical modeling of policy spaces, trust, and the integration of digitalization and climate change into infrastructure planning.
His recent publications (2024–2025) reflect a strong trend in complexity science applied to public policy, finance, and infrastructure. Key themes include the limitations of traditional cost-benefit analysis, the emergence of meaning in biological and built systems, and the role of blended finance in sustainable development. He frequently uses frameworks from physics and mathematics—such as Lagrangian and Hamiltonian dynamics, limit cycles, and singular value decomposition—to model policy and infrastructure challenges.
Dr Amonya has held significant international roles, including:
- Chair, Transport Systems Economics, World Road Association (PIARC), 2016–2019
- Member, UNECE Team of PPP Experts, 2009–present
- Editorial Board, Journal of Mega Infrastructure and Sustainable Development, 2019–2022
- Council Member, Chartered Institution of Highways and Transportation, 2023–present
He has advised the World Bank, IPCC (Working Group III), and African governments on infrastructure, climate resilience, and post-COVID policy. He also develops academic modules on PPP and complexity for graduate schools, particularly in Africa. Through his consultancy Lyciar, he guides Fortune 500 companies on corporate strategy in the net-zero era.
Dr Amonya is actively involved in research dissemination, with frequent lectures across the UK and Africa. His work appears on ResearchGate and LinkedIn, and he is a recognized voice in the global discourse on infrastructure, complexity, and sustainable development.
