Dr. François M. Castonguay is an Assistant Professor at the Department of Health Management, Evaluation and Policy within the School of Public Health at the University of Montreal. His research focuses on improving societal governance of healthcare systems and enhancing population health equity through sustainable policies. He holds a PhD in Agricultural and Resource Economics from UC Davis, an M.Sc. in Economics from UQAM, and a B.A. in Economics from Université Laval.

Key areas include decision-making frameworks for resource allocation, cost-effectiveness analyses, and zoonosis prevention.

- Lead researcher for Projet PALTAQ (2025–2029): Evaluating Lyme disease prevention among Quebec agricultural workers.
- Co-investigator in AI-driven poultry farm health projects funded by Canadian poultry producers.
- Contributions to CDC’s pandemic response modeling during his postdoc at the Health Economics and Modeling Unit (HEMU).
