He specialized in child and adolescent psychiatry, intelligence testing, and socio-educational models. His career spanned over decades, including roles as director of the Polyclinic, Psychological Laboratory, and the pediatric observation ward (KBS). Forced to flee Nazi Germany in 1938, he later practiced neurology in Amsterdam until 1957.

Kramer pioneered interdisciplinary approaches in child psychiatry, collaborating with psychologists Hermann Ebbinghaus and William Stern. Later Life:
After losing academic positions under Nazi laws (1933–1935), Kramer practiced privately until expelled from medicine (1938). With aid from colleagues, he relocated to the Netherlands, reestablishing his career. He declined a 1947 offer from the University of Jena, fearing persecution.

- Collaborated with the 'German Society for the Welfare of Adolescent Psychopaths' and Ruth von der Leyen on socio-educational models.
